Biography
He was living in Regina SK at the the time of his recruitment into the navy. In 1966 he was appointed as the Dean of Commerce at the University of Saskatchewan. In 1969-1977 he served as Indian Claims Commissioner of Canada. In 1978-1990 he served as President and Vice-Chancellor, University of Regina. He received his undergraduate education at the University of Saskatchewan before pursuing graduate studies at the University of California (Berkeley) and the University of Washington where he obtained his Ph.D. Lloyd joined the faculty of the University of Saskatchewan as an instructor in 1955 and became Dean of Commerce in 1966 and later Vice President of the University. He was named President and Vice Chancellor of the University of Regina in 1976, serving in that capacity until his retirement in 1990. He was an outstanding leader not only in education but also in business and native issues. He held many corporate directorships including CP Limited, Husky Oil, Bank of Nova Scotia, Teck Cominco, Molson Limited, Can West Global and the Winnipeg Commodities Exchange. He was a founding member of the Natural Sciences and Engineering Research Council. In 1967, he was appointed to the North West Territorial Council. He became Honorary Saskatchewan Indian Chief Little Eagle in 1980.
 
Military Service
He was appoinnted as a Naval Cadet (UNTD) RCN(R) 1949. In 1949-1950 he served in HMCS Queen for UNTD. (He was released.) He was appointed as the Honorary Lieutenant-Colonel 16th Service Batallion (M) - Regina SK.
