He was the older brother of Henry Edward Bialuski. He arrived at U of T with a Science degree from Manitoba, to pursue postgraduate work in Sociology. At war's end he joined the fledgling UN in the United Nations Relief and Rehabilitation Agency, serving in Europe, returning to Canada in 1948. He lived in Vancouver and Victoria until re-joining the UN in 1953 for 2 years in Beirut. He was Director of the United Nations Relief and Welfare Agency (1953-1955) and Director of Field Operations for UNESCO (1955-1957). He settled in Sacramento, California in 1957 and in 1961 formed Giselle's (named for his wife) Travel Bureau. In 1963, the Mayor of Sacramento presented Rudy with a Distinguished Service Award for his efforts as President of the Sacramento United Way Committee |

He was appointed as an Ordinary Seaman (Officer Candidate UNTD) RCNVR 1943. In (1943 he served in HMCS York for UNTD. After graduation he went on active service in the RCNVR in the spring of 1944 through to VJ-Day. (He was demobilized.) |
