Biography
Joined the Merchant Navy College, HMS Conway, as a cadet in 1909.To Royal Naval College Dartmouth in January 1911. After his naval service he was appointed as the Director of the Canadian Maritime Commission and of Marine Operations, Transport Canada after retirement from RCN. He was appointed as an Honorary Commodore in the Canadian Coast Guard in 1963. He organized the Canadian Coast Guard College at Sydney NS. He was appointed as a Younger Brother of Trinity House.

He was appointed as a Cadet RNR. In 1909-1910 he attended HMS Conway (Merchant Navy training establishment). (Transferred to RN). He was appointed as a Naval Cadet RN 1911. He served in the Royal Naval College Dartmouth 1911. He was appointed as a Midshipman RN. He served in H.M.S. Cumberland for Sea Training 1913. He served in H.M.S. Dominion for Sea Training 1913. He was appointed as a Lieutenant RN 1916. He served in H.M.S. Valiant (Battle of Jutland). He served in H.M.S. Dryad as Navigation Instructor. He served in H.M.S. Renown as Navigating Officer. In 1946 he was appointed as Controller of Great Lakes and St. Lawrence Shipping under the Department of Labour.1946 to 1947 was Special Assistant to the Minister of Reconstruction and Supply on the drafting of legislation to establish a Canadian Maritime Commission. Later served as Special Assistant to the Minister of Mines and Resources on immigrant transportation. Then he served as Executive Director, the Canadian Maritime Commission. He wasthe first director marine operations for the Canadian CoastGuard, the First Director of the CCG College at Point Edward NS in 1965. Legion of Honneur-Chevalier(France)~[27.11.47]"Lent by the Royal Navy to the Royal Canadian Navy shortly before the outbreak of war, this Officer took a large and active part in the planning necessary to place the Royal Canadian Navy on a war time basis. Assuming the appointment of Director of Trade and Intelligence Division, this Officer's experience, ability, concept and vision were such that the plans and organization that he originated in 1939 have not basically been changed during the subsequent period of unprecedented expansion. Besides having given a continuity of high service at Naval Service Headquarters, equalled by few, he has played a great part in fomenting and cementing the high friendship that exists between Officers of the Royal Navy and the Royal Canadian Navy."
