Biography
He was the second son of Sir James Cockburn Bt. He was elected as the Tory MP for Portsmouth in 1818, Webley in 1820, Plymouth in 1828, and Ripon in 1841. He was appointed as a Junior Lord of the Admiralty in 1818-30 and 1834-35. He was appointed as the First Naval Lord of the Admiralty in 1841-46. He was appointed as a Privy Councillor in 1827. He succeeded to the Baronetcy.

Military Service
He was appointed as a Captain's Servant RN in H.M.S. Resource in 1781 and later in the yacht William and Mary but did not go to sea until 1786. He was appointed as a Lieutenant RN (With seniority dated 02/01/1793). He served in H.M.S. Victory. He was appointed as a Commander RN (With seniority dated 11/10/1793). He served in H.M.S. Speedy (In command) 1793. He served in H.M.S. Victory (Lord Hood's flagship) 1793. He served in HMS Speedy (In command) 1793. He was appointed as a Captain RN (With seniority dated 20/02/1794).
