Biography
He was the son of Vice-Admiral David Alan Collins. He worked in the Canada Department of External Affairs. He career diplomat serving twice in NATO, a secondment to DND, Inspector General of Foreign Service, and four times an ambassador based in Buchaest, Islamabad, Kuala Lumpur, Nairobi. In 2015 he was living in Victoria BC.
 
Military Service
He was appointed as an Officer Cadet (ROUTP) (NR) (With seniority dated 26/11/1972). He served in HMCS Carleton for ROUTP for Officer Training. He was appointed as an A/Sub-Lieutenant (NR) (With seniority dated 01/09/1973). He was appointed as a Sub-Lieutenant (NR) (With seniority dated 01/09/1974). In 1975-1976 he served in HMCS Donnacona. He was appointed as a Lieutenant (N) (NR) (With seniority dated 01/09/1976). In 1976-1978 he served in HMCS Carleton. In 1978 he served in HMS Calliope (RNR Division Newcastle-on-Tyne). In 1980-1981 he served in HMCS Scotian. In 1979-1981 he served as Canadian Delegate to Confederation Interalliee Officiers de Reserve NATO. He was appointed as a Lieutenant-Commander (NR) (With seniority dated 01/01/1981). In 1981-1984 he served in Minneapolis MN at Augmentation Unit Naval Supply Depot USNR. In 1982 he served at the Canadian Forces Staff School. He served afloat HMCS Thunder, HMCS Athabaskan, HMCS Huron, HMCS Preserver. He completed the STAR 1 at the Canadian Forces College; and 2 (2 week) courses at National Defence College. (He was released 1989.) (He was qualified for Supply and Naval Control of Shipping duties.)
