Biography
He earned a BSc at McGill University in 1910. He was the Controller of Civil Aviation for the Department of National Defence 1945. He was the Superintendent of Air Regulations and Director of Air Services Canada Department of Transport in 1946.
 
Military Service
He was appointed as a Probationary Flight Sub-Lieutenant (Temp.) RNAS. He undertook Seaplane Pilot Training. He was appointed as a Flight Sub-Lieutenant (Temp.) RNAS. He served in RNAS Westgate. He served in RNAS Dover. He was shot down and made Prisoner of War in 1917. (Transferred to RAF 1918). (Transferred to RCAF 1922). He was appointed as a Squadron Leader RCAF. He was appointed as a Wing Commander RCAF. He was appointed as a Group Captain RCAF. He served as Commanding Officer RCAF Station Camp Borden. He was appointed as an Air Commodore RCAF 1940. He served as Commanding Officer 4 Training Command 1940-42. He was appointed as an Air Vice Marshall RCAF 1942. He served as Air Member for Organization 1942. He served as Commanding Officer No. 1 Training Command 1943-45. (He was retired.)
