He was educated at the Quebec High School.

Military Service
He was appointed as a Naval Cadet RN (With seniority dated 04/1856). He was appointed as a Midshipman RN. He served in H.M.S. Arrogant. He was appointed as a Sub-Lieutenant RN (With seniority dated 18/10/1861). He was appointed as a Lieutenant RN (With seniority dated 23/05/1862). He served in H.M.S. Arrogant. He served in H.M.S. Aurora as Gunnery Lieutenant. He served as Commanding Officer Gunboat on the Canadian Lakes during the Fenian Invasion of 1866. He served in H.M.S. Cambridge as Senior Officer. He was appointed as a Commander RN (With seniority dated 01/05/1872). He was appointed as a Captain RN (With seniority dated 19/07/1880). He served in H.M.S. Serapis (Iron Troop Ship) (In command) 1884. He was appointed as a Rear-Admiral RN (With seniority dated 09/11/1895). He was selected by the Admiralty to proceed to Japan as Commander of a Naval Mission to instruct the Japanese Navy. He served two years as the Director of the Imperial Japanese Naval College in Yedo and for this he received the thanks of the Emperor of Japan. He was later the Captain of H.M.S. Serapis during naval and military operations in the Sudan in 1884.
