Biography
He was the twin brother of Hugh Rounding Franks. He was the godson of Dr. Frederick Banting. In 1960 he graduated in medicine from the University of Toronto. He was Medical Director (1970-1973) of the University of Toronto Speech/Language Pathology Department. Graduated as FRCP[C[ in 1966 in Rehabilitation Medicine. Specialized in Traumatic Brain Injury.
 
Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) 1954. In 1954 he served in HMCS York for UNTD. He was appointed as a Midshipman (P) RCN(R). He served in RCAF Penhold for Flying Training School 1956. He was appointed as an A/Sub-Lieutenant (P) RCN(R) (With seniority dated 01/07/1956). He was appointed as an A/Sub-Lieutenant (P) RCN(R) (With seniority dated 01/07/1956). (He was Awarded Wings 24/08/1956.) He was appointed as a Sub-Lieutenant (P) RCN(R) (With seniority dated 01/07/1956). He was appointed as a Surgeon Lieutenant (P) RCN(R) 1959. In 1961 he served in HMCS Swansea as Medical Officer. (He was released.)

Bill Frank stated "I went on to get my private flying licence (night and float rating). Flew C177 out of Collingwood,Ont. Used it for seeing clients in my Medical Legal career. I flew into my 70s. In 1959 I was the Medical Officer for the squadron escorting HMY Brittania up the St Lawrence Fiver."
