He was appointed as the Commodore-Governor of Newfoundland 26/07/1807 - 20/07/1810. He was concerned about the treatment of the native Beothuk. On July 30, 1807, he issued a proclamation against the mistreatment of the Beothuk people offering rewards for information about atrocities. Holloway twice sent officers to the Bay of Exploits to meet the Beothuk, and also sent an expedition under William Cull. He left Newfoundland in 10/1809. |

He joined the Royal Navy in 1760, and visited Newfoundland with Governor Thomas Graves in 1761. He was appointed as a Lieutenant RN 1771. He was appointed as a Commander RN 1779. He was appointed as a Rear-Admiral RN 1799. He served in the American Revolution and the war with Spain. He was appointed as a Captain RN in 1780. He was appointed as a Vice-Admiral RN in 1804. He was appointed as a Admiral of the Blue RN (With seniority dated 10/1809). He was appointed as an Admiral of the White RN 1810. |
