Biography
He was living in Saskatoon SK att he time of his recruitment into the navy. He worked with The City of Calgary for 17 years, where his last position was Director of Transportation. Prior to starting his own consulting practice, he was President and CEO of British Columbia Transit (1999 to 2005). In 2012 he was President and CEO of ITS, Inc, is senior advisor to the Translink Commission (BC), providing support and assistance in the preparation of various Commission reports. Mr. Irwin has a BA in physics from the University of Saskatchewan and a Masters of Engineering degree from Boston University. He is also a graduate of the Banff School of Advanced Management.
 
Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) 1958. He served in HMCS Unicorn for UNTD 1958. He was appointed as an A/Sub-Lieutenant RCN(R). He was appointed as a Sub-Lieutenant RCN(R). He was appointed as a Lieutenant RCN(R) (With seniority dated 01/07/1963). In 1965 he served in HMCS Unicorn. He was appointed as a Instructor Lieutenant RCN (With seniority dated 28/05/1966). (He was released.) (Transferred to Army Reserve) He was appointed as a Major (AR). He is a graduate of the Militia Command and Staff Course. (He was released.)
