Biography
He was an engineering graduate of Dalhousie University, Nova Scotia Technical College and Massachusetts Institute of Technology. He has practiced professional engineering in business and the community for more than 50 years in executive positions at Lunenburg Foundry & Engineering Co. Ltd. And Lunenburg Marine Railway. From 1994 to 2000, the Hon. John James Kinley, served as the 28th lieutenant-governor of Nova Scotia. He served as national president of the Navy League of Canada for two years. He was appointed as the the first Grand President of the Nova Scotia/Nunavut Command of the Royal Canadian Legion.
 
Military Service
He was appointed as an Ordinary Seaman (Officer Candidate UNTD) RCNVR 1943. In 1943 he served in HMCS Scotian for UNTD. (CFR). He was appointed as a Sub-Lieutenant (E) RCN(R) (With seniority dated 06/02/1947). He was appointed as a Lieutenant (E) RCN(R) (With seniority dated 06/08/1948). He was appointed as a Lieutenant-Commander (E) RCN(R) (With seniority dated 06/08/1958). (He was released 1958.) He was appointed as Honorary Colonel of #14 Airfield Engineering Squadron in the Canadian Air Force for seven years with headquarters in Lunenburg County, and Honorary Colonel of the West Nova Scotia Regiment for three years with headquarters at CFB Aldershot. (He was released.)
