In 1958 he was a Rhodes Scholar. He was appointed as the Deputy Minister of Indian and Northern Affairs in 1975. He was appointed as the Deputy Minister of Transport in 1979. He was appointed as the Deputy Minister of Energy Mines and Resources 1986-88. He was appointed as the Deputy Minister of the Canada Department of Employment and Immigration in 1988. He retired from public service in 1992. From 1993 to 1994, he was a visiting professor at the University of Toronto. From 1993 to 1999, he was a visiting fellow at Queen's University. From 1993 to 2002, he was Chancellor of Carleton University. Carleton University also named the Arthur Kroeger College of Public Affairs, the school for undergraduate Bachelor of Public Affairs and Policy Management programme, in his honour. He received honorary doctorates from the University of Western Ontario, the University of Alberta, the University of Calgary and Carleton University. |
