Biography
He graduated from UWO in 1954. From 1960 to 1961 and 1962 to 1963, he was a member of the Chatham City Council. He won a seat in the Ontario legislature representing Chatham—Kent in 1963. He served as Minister of Municipal Affairs in the Progressive Conservative government of John Robarts. Among other things, he introduced legislation to create the city of Thunder Bay in Northern Ontario by an amalgamation of existing municipalities. He was later a candidate in the 1971 Ontario Progressive Conservative leadership convention and was Minister of Energy and then Treasurer of Ontario and Minister of Economics and Intergovernmental Affairs in the Cabinet of Premier William Davis. He left politics in 1978 to enter the private sector and has had a number of positions, particularly in the energy sector. He is a member of the board of Hydro One and is chairman of McKeough Investments and McKeough Supply, and former CEO of Union Gas.
 
Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) 1951. He served in HMCS Prevost for UNTD 1951. He was appointed as an A/Sub-Lieutenant RCN(R) (With seniority dated 01/07/1954). He was appointed as a Sub-Lieutenant RCN(R) 1955. In 1955 he served in HMCS Prevost. (He was demobilized.)
