Biography

He was elected as a Member of Parliament - Canada - Papineau-St Michel - QC. He served as Minister of Consumer and Corporate Affairs - Canada Minister of Foreign Affairs - Canada Minister of Labour - Canada Minister of Public Works - Canada Minister of State for Economic and Regional Development - Canada Minister of State for Urban Affairs - Canada Minister Responsible for La Francophonie Postmaster General - Canada Registrar General of Canada President and CEO - Canada Post Corporation. He was one of the four signatories of the Proclamation of the Constitution Act of 1982 (along with Queen Elizabeth II, Prime Minister Trudeau, and Justice Minister Jean Chrétien.

 

Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) 1958. He served in HMCS Carleton for UNTD 1958. (He was released.)
