Biography
He was the brother of William Fitzwilliam Owen.
 
Military Service
He entered the Royal Navy in 1775. He served in H.M.S. Enterprize. He served in H.M.S. Culloden 1786. He was appointed as a Lieutenant RN (With seniority dated 06/11/1793). He served in H.M.S. Fortunee. He served in H.M.S. Impregnable (In temporary command) 1796. He served in H.M.S. Queen Charlotte. He was appointed as a Commander RN (With seniority dated 19/09/1796). In command of a division of gun brigs at the Nore 1797. He was appointed as a Captain RN (With seniority dated 23/04/1798). He served in H.M.S. Northumberland (In command) 1798. He served in H.M.S. Irresistible (In command) 1799. He served in H.M.S. Nemesis (In command) 1801. He served in H.M.S. Immortalite (In command) 1802. He was appointed as a Commodore RN (With seniority dated 01/10/1806). He served in H.M.S. Clyde (Carrying pendant and in command) 1806, (Reverted to Captain RN). He served in H.M.S. Walcheren 1809. He served in H.M.S. Inconstant (In command). He served in H.M.S. Cornwall (In command) 1813. He served in H.M.S. Dorset (Yacht) 1814. He was appointed as a Commodore RN (With seniority dated 20/03/1815). He served as Commander-in-Chief Great Lakes, Lake Champlain and St. Lawrence River 1815. (Returned to UK November 1815). He served in H.M.S. Royal Sovereign (Yacht In command) 1816-22. He served as Commander-in-Chief West Indies (Pendant in H.M.S. Gloucester) 1822-25. He was appointed as a Rear-Admiral RN (With seniority dated 27/05/1825). He served as Surveyor General of Ordnance 1827. He served on the Council of the Lord High Admiral 1828. He served as Commander-in-Chief East Indies and China Station 1828. He was appointed as a Vice-Admiral RN (With seniority dated 10/01/1837). He served as Commander-in-Chief Mediterranean (Flag carried in H.M.S. Queen and H.M.S. Formidable) 1841-45. He was appointed as a Admiral RN (With seniority dated 11/12/1846).
