Biography
In 1952 he emigrated from UK to Canada with parents and lived in Toronto area. In 1966-1968 he attended the LSE, UK, graduating with MSc(Econ) with Mark of Distinction. In 1968-1972 he served as Editor of monthly "International Canada", Toronto & Ottawa. In 1972-1978 he served with the Public Service of Canada (Treasury Board Secretariat). In 1978-1981 he served with the Public Service of Canada (Canadian International Development Agency). In 1981-1984 he served as High Commissioner of Canada to Guyana and Ambassador of Canada to Suriname. In 1984-1994 heserved with the Public Service of Canada (Canadian International Development Agency). In 1993 he served as Assistant Deputy Minister & Vice President Asia, (Canadian International Development Agency). In 1994-2003 he served as Executive Director, Board of Directors, Asian Development Bank, Manila, representing Canada, Denmark, Finland, Netherlands, Norway, & Sweden. In 2003 to date (2019) he was in private consulting business in Hongkong and the Philippines. In 2009 to date (2019) he served as President & CEO of Canadian Chamber of Commerce of the Philippines, Manila.
 
Military Service
He was appointed as a Naval Cadet (ROTP) RCN 1958. In 1958-1961 he attended College Militaire Royal de St Jean. In 1959 he served in HMCS Lausan for Sea Training. In 1960 and 1961 he served in HMCS Jonguiere for sea training. In 1961-1963 he attended the Royal Military College of Canada. In 1962 he served in RCAF Centralia for Primary Flight Training. He was appointed as an A/Sub-Lieutenant RCN (With seniority dated 01/05/1963). He served in RCAF Rivers for Advanced Flying Training 1963. (He was Awarded Wings 01/05/1964.) In 1964 he served HMCS Shearwater for VU-32 Squadron. He was appointed as a Sub-Lieutenant RCN 1965 (With seniority dated 01/05/1963). He served in HMCS Shearwater and HMCS Bonaventure for VS-880 as Operational Pilot 1964-1966. He was appointed as a Lieutenant RCN. (He was released 1966.)
