He was the son of Admiral H.S. Rayner. In 1970, Mr. Rayner joined the federal Department of Supply and Services, where he co-ordinated the implementation of systems-based auditing and education programs in the Audit Services Bureau. From 1972 to 1975, he served as a senior project officer in the Treasury Board Secretariat involved in the development of financial administration policies for the federal government. As an assistant and deputy auditor general from 1975 to 1981, he was a key member of the senior management team that reorganized the auditor general's office and developed its new comprehensive auditing approach. He was appointed acting auditor general of Canada from September 1980 to March 1981. From 1982 to 1985, Mr. Rayner was partner-in-charge of the Ottawa office of Price Waterhouse Associates, then served as comptroller general of Canada from 1985 to 1987. After serving as a senior partner in the Toronto office of Deloitte & Touche from 1988 to 1992, Mr. Rayner was appointed president of the CICA effective September 1992. He was a member of the audit committee of General Synod of the Anglican Church of Canada. |
