Biography
He was the son of Lieutenant Wendell Olson Sanford RCNR. In 1975 after his naval service he graduated from the Dalhousie Law School. After his naval service he entered the Canadian Government Foreign Service and served in the United States. In 1999 he was the Senior Program Analyst with the Department of Foreign Affairs and International Trade in Ottawa ON. He joined the Department of External Affairs in 1978, was posted to Bangkok as Consular and Political Officer and later to Boston as trade commissioner. Subsequently, he went on exchange with the Government of Nova Scotia as Director, Office of Nova Scotia in New England. He has held various positions in his career, such as Deputy Coordinator, Office of the Ambassador for Fisheries Conservation; sponsorship coordinator for the Halifax G8 Summit; senior analyst, International Economic Relations Division; Senior Analyst, New Zealand Ministry of Foreign Affairs and Trade; Deputy Director, Program Analysis; PERPA Program Manager in Los Angeles; and Deputy Director, Oceans Law. He was appointed as the Director, Oceans and Environmental Law. In 2008-2011 he was appointed as the Canadian High Commissioner to Brunei Darussalam. In 2011 he was appointed to Foreign Affairs Canada as Director, Crime, Security and Diplomacy International Law.
 
Military Service
He was appointed as an Officer Cadet (UNTD) RCN(R) 1965. He served in HMCS Scotian for UNTD (Dalhousie) 1965. He served in HMCS Cornwallis for Training 1967. He served in HMCS Malahat for Training as Cadet Captain 1967. (He was the winner of the Governor General's Telescope as Best UNTD Cadet Captain in 1967.) He was appointed as an A/Sub-Lieutenant RCN(R) 1967. He was appointed as a Sub-Lieutenant RCN(R) 1968. He was appointed as a Lieutenant (N) (NR).He served in HMCS Tecumseh. He served in HMCS Donnacona. He was appointed as a Lieutenant-Commander (NR). He served in HMCS Carleton. (He was released.)

Anecdotes
The official number of Wendell O. Sanford was O-65000. When his son Wendell was commissioned in the RCN(R) in 1967, 26 years later, his official number became O-64999.
