Biography
He left Victoria in 1961 for Economics and Political Studies at McGill University, followed by graduate studies at MIT and Cambridge University. After teaching at Queen's University, he joined the Department of Finance in Ottawa in 1971, including as a research director for two Royal Commissions. He made significant contributions to the development of Canadian fiscal policy, tax policy and climate change-related economic policy, recognized through a Queen Elizabeth II Diamond Jubilee Medal in 2013.
 
Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) (With seniority dated 1960). He served in HMCS Malahat for UNTD 1960-1961. He served in HMCS Cornwallis for Training 1961 (Haida Division) and 1962 (Kootenay Division). He served in HMCS Venture and Royal Roads (Yukon Division) for Training 1963. He served in HMCS Donnacona for UNTD 1963. He was appointed as a Sub-Lieutenant (RCN(R)). (He was released in 1964.)
