Biography
He was living in Saskatoon SK at the time of his recruitment into the navy. He joined the Foreign Service and served abroad in Cuba, New Zealand, Yugoslavia and finally at our UN mission in New York as Senior Political Officer (Counsellor, then Minister) . My last assignment with the foreign service was as Director General Multilateral Affairs Bureau. Rather than take another posting, even as head of post, I accepted an offer from CSIS to be a senior official in 1991 (about 2 star level in military terms ). I retired from there in 1996, and in 1999 moved to Spain as a resident. (He says, "Along the way, I was a teaching fellow at Yale, adjunct Professor at Columbia university in NYC and lecturer at a number of places, including at the Latin American public service academy in San José, Costa Rica. Wrote some no longer relevant articles on foreign policy and security issues".)

Military Service
He served in RCSCC Jervis Bay as a Chief Petty Officer drilling at HMCS Unicorn. He was appointed as an Ordinary Seaman RCN(R). He was appointed as an Able-Seaman RCN(R). (CFR) He was appointed as a Naval Cadet (UNTD) RCN(R) 1958. He served in HMCS Unicorn for UNTD 1958-1962. He was appointed as a Sub-Lieutenant (RCN(R))(With seniority dated 01/03/1962). In 1962-1963 he served in HMCS Scotian. He served in Alpha Communications Course and taught at the Communications School at HMCS Cornwallis. He served in HMCS Athabascan for Sea Training. He served in HMCS Micmac for Sea Training. He was appointed as a Lieutenant RCN(R) (With seniority dated 01/03/1964). He servedi n HMCS Carleton as Communications Officer. (He was released 1979.)
