Biography
He is the older brother of Theodore H Tulchinsky. He was living in Brantford at the time of his recruitment into the navy. In 1957 he graduated in Political Science and Economics from U of T. He was appointed as Professor Emeritus - History Department - Queen's University, Kingston, ON. He was appointed as Professor Emeritus at Queens University.
 
Military Service
He was appointed as a Naval Cadet (UNTD) RCN(R) 1953. He served in HMCS Donnacona for UNTD 1953-1956. He was appointed as a Sub-Lieutenant (S) RCN(R) (With seniority dated 01/07/1956). (He was released.)

Anecdotes
In 2008 he wrote "Canada's Jews : a people's journey". He was the author of books and articles on transportation history. In 2013 he wrote "Joe Salsberg: A Life of Commitment".
