He was the younger brother of Gerald J.J. Tulchinsky. He studied medicine at the University of Toronto. He began his medical career as a General Practitioner in Saskatchewan (followed by Internal Medicine) and Ontario and then studied at Yale University for the Master of Public Health degree (1968). In 2015 he was practicing medicine with a specialty in Public health in Ashkelon Israel. (He is the author of a book (The New Public Health, Third Edition) on Public Health). He served as Deputy Minister - Health and Social Development - Manitoba and as Director of Public Health - Ministry of Health - Israel Director of Preventive Health Services - West Bank and Gaza. |
