Biography
He graduated with a BSc in 1970 from Dalhousie University (University of Kings College) in Geology and Math. He graduated with a BEd in 1971 and then got a job teaching Geology and Oceanography at Halifax West High School until 1980. He returned to Dalhousie University and earned an LLB and an MBA, and started working in the Law of the Sea. He went overseas, first to Papua New Guinea to teach Law of the Sea at the University, then to the Solomon Islands to work for the Forum Fisheries Agency , doing regional fisheries management. From there he was the Coordinator of the Ocean Resources Management Program at the University of the South Pacific in Fiji. He then went to Sweden to teach at the World Maritime University . He returned to Canada in 1995 and started teaching part time at Dalhousie University in the Marine Affairs Program. In 2010-2011 he was Adjunct Professor, Marine Affairs Programme, & Senior Research Fellow, IOI-Canada, Dalhousie University, Halifax, Nova Scotia.
 
Military Service
He was appointed as an Officer Cadet (UNTD) RCN(R) 1966. He served in HMCS Scotian for UNTD 1966-1968. He served in HMCS Cornwallis for Training 1967. He served in HMCS Malahat for Training 1968. He was appointed as an A/Sub-Lieutenant RCN(R) 1968. He was appointed as a Lieutenant (NR). He was appointed as a Lieutenant-Commander (NR). He specialized in Intelligence. (He was released 2009.) (He was reported to have been the last UNTD to serve in uniform.)
